연결 토큰을 새로 발급한다. 옛 토큰은 즉시 무효. 에이전트가 접속 중이면 409 AGENT_CONNECTED. virtual 이면 409 RESOURCE_MANAGED_BY_APP — OS 가 토큰을 관리한다.
