기기 앱을 연다 — 그 Device 의 에이전트에게 app_launch 를 보낸다 (최대 10초 기다린다). 200 의 명령이 끝나지 않았으면 status 가 dispatched 이고 output 은 null 이다. 명령의 오류(402·409·429·504)를 그대로 돌려준다.
