결제 공급자의 웹훅을 받는다. 인증 없음 — 게이트웨이가 그대로 넘긴다.

mock: 받기만 한다.
paddle: Paddle-Signature 를 확인한다 (틀리면 401). transaction.paid·transaction.completed 만 본다 — 우리가 만든 트랜잭션이고 돈을 받았으면 완료한다. 모르는 이벤트·트랜잭션은 200 (ignored).
그 밖의 공급자는 501 PAYMENT_PROVIDER_UNAVAILABLE.
